Based on the smart city construction policy of the Vietnam Haiphong City People's Committee, the plan and pilot project are established and promoted by the Haiphong City Construction Association. Based on objective and quantified standards, the association classifies the project by policy and budget, and conducts the pilot project and the main project separately. It seeks the advice and cooperation of Korean experts who have prior experience in the smart city project, and seeks organic linkage between companies of the two countries by establishing a VKIC in Haiphong City.
